The best vantage point of the United Nations Headquarters from street level is really just to the north of the building (without crossing the East River of course).
Technically 'international territory' the UN's HQ has served in that capacity since 1952. Its 39 stories lies in Turtle Bay, but has been so dominated by the UN and its assorted surrounding buildings for so long, that the UN District is a more commonly used name.
